Accessible PDFs for US cities and public colleges
The DOJ's Title II rule requires state and local governments serving 50,000 or more people, including public colleges and universities, to make web content and PDFs meet WCAG 2.1 AA by April 26, 2027. Smaller governments and special districts have until April 26, 2028.
We fix your PDFs so they work with screen readers. Every file is checked by hand and passes PAC 2024, and standard batches come back in 48 hours.
What we fix in every file
- Tags and document structure, so screen readers can navigate
- Logical reading order, headings and lists
- Alt text for meaningful images; decorative images marked as artifacts
- Data tables with correct header cells
- Fillable forms with labelled fields and a usable tab order
- Document title, language and bookmarks
Before-and-after examples, with their PAC 2024 reports, are available on request.
How it works
1. Send your documents
Email the files or links. Start with the documents residents or students still use: forms, applications, fee schedules, notices, agendas and minutes.
2. Get a fixed price
We count the pages and reply with one fixed price, sized to fit your small-purchase process.
3. Receive accessible files in 48 hours
Standard batches come back within 48 hours, each file checked by hand and validated with PAC 2024.
4. Pay only for pages that pass
Every file ships with its PAC 2024 report. If a page fails, we fix it free or you don't pay for it.
Fixed prices
Larger backlogs are quoted per batch. You don't pay for any page that fails PAC 2024.

Questions
Which documents have to be accessible by the deadline?
Under the DOJ's 2024 Title II rule, new web content and documents must meet WCAG 2.1 AA. Documents posted before the compliance date are generally exempt, unless people still use them to apply for, access or take part in your services, such as forms and applications. Archived content kept only for reference, and not changed, is also exempt. Your counsel or ADA coordinator should confirm how this applies to you.
We already use an accessibility widget or overlay. Doesn't that cover PDFs?
No. Overlay tools change how a web page is displayed; they don't add tags, reading order, alt text or form labels inside PDF files. Those have to be fixed in the files themselves.
Can you guarantee compliance?
No honest provider can guarantee legal compliance. We guarantee that every page we deliver passes the PAC 2024 checker and has been checked by a person for reading order, alt text, tables and forms.
Where is the work done, and how is our data handled?
Velocitia is registered in the United Arab Emirates and works remotely. We work on public documents only, never health or other personal records, and we sign an NDA on request. If your policies restrict offshore vendors or automated processing, tell us and we will respect them or decline the work.
How do we pay?
By invoice, through US bank transfer (ACH) or card. We provide IRS Form W-8BEN-E for your vendor file.
